Parish Council Meeting held in Hannington Village Hall on Tuesday 8th September 2009

Three members of the Parish attended.
The meeting commenced at 8.07p.m.

2. Minutes of the April meeting – Accepted by councillors present.
3. Matters Arising
Ibworth Road to Balstone Farm Clr Henry reported that the road was adopted up to the point of the first speed hump. From that point onwards it is classified as unadopted.
Road Surface between A339 & Hannington via Ibworth. Clr Henry reported that having made at least 12 phone calls to Basingstoke & Deane Borough Council the Ibworth road was at last getting the pot holes repaired. Clr Henry also informed the meeting that she would still continue to press BDBC for full resurfacing as well as trying to get the grass cut at the exit of the Ibworth road onto the A339. Clr Kitching reported that all the pot holes he had notified BDBC about via their spreadsheet had been filled but the edges to the roads had not been done.

5. Public Observations – Clr Baptist reported that the hedge belonging to South Lodge was overgrown and protruding into the road forcing drivers to cut the opposite bank and endangering the hedge on that side of the road. Clerk will inform Mrs Burton of the Parish Council’s concern.
Mr Sean Cannon complained to the Parish Council that they had not spoken to him regarding his planning application re 7 Oakley Road and was upset that the council had considered his application devious. Mr. Patrick Sarsfield-Hall said he was astonished that the planning application had been passed as there had been several objections as well as the Parish Councils to the application. Ms Elms gave her thanks to the Parish Council for supporting her objections and was encouraging Borough Councillor Osselton & Sir George Young MP to look into the matter. A lively discussion was pursued by interested parties regarding the build of a patio, conservatory and the heat source pump. Ms Elms invited the Parish Council to go and look at these. Clr Kitching asked Mr Cannon if he would be agreeable to the Parish Council sending someone to try and arbitrate the situation. Mr Cannon replied he would give this consideration.

8. Planning Applications – 2 current applications had been received, Duns House & Cherry Tree House.
Clr Henry reported that Balstone Farm were having difficulties getting their plans passed and observed that as the Planning Committee had passed the Oakley Road plans but not Balstone Farm there did appear to be some disparities. Clr Baptist reported that the Planning Committee could only look at facts presented before them and could not look at any emotional involvement.
9. Footpaths & Bridleways Officer Report –Clr Kitching reported that no edges were being done & some of the passing places were becoming too deep. Clr Kitching also asked about the Village Design Statement, it was reported that this was now in review with BDBC and nothing could be done until they were agreed. Clr Kitching also asked if the people charged with drawing up VDS could give their thanks to all who had helped them. Clr Baptist brought to the Parish Councils attention the matter of some of the local bridleways had now been tarmacked and this made it slippery for horses coming down them. Clr Kitching then asked the Parish Council for approval to go ahead with the “Exploring Hannington” leaflets. He explained that the cost would be £825 for a 5 thousand print run. Half of this amount could be met by a grant and he had been pledged £100 by The Vine Public house, £100 from Kingsclere Estates & £100 from the Village Association. Mr Patrick Sarsfield-Hall then kindly pledged £100. The Parish Council voted to go ahead with the leaflets and agreed to cover the remaining costs.
10. Finance – Clerk reported the Accounts were sent to the Auditors and was awaiting their report.
11. Notice of Next Meetings – Next meeting to be 10th November 09.
